Residents say they've been betrayed by their own City Council, which voted in favor of a Toll Brothers plan to build three 30-story residential towers on the site of an old matzo factory. The city might tweak the arts district and, meanwhile, the head of the local redevelopment agency says opponents of the high-rise plan have a "myopic Nimby approach." [NYT; previously]
