Meet Jersey City's Power House Arts District, once planned as a 12-block low rise center for galleries, theaters, etc. Past tense. Residents say they've been betrayed by their own City Council, which voted in favor of a Toll Brothers plan to build three 30-story residential towers on the site of an old matzo factory.
